NASFAA University started with a simple idea: create a credentialing program financial aid administrators can use to prove their knowledge, show their expertise, and boost their professional development. Fast forward to 2014 and NASFAA has awarded 605 credentials to 328 people across 10 subjects! As NASFAA U continues to grow, so does the number of financial aid professionals who are earning multiple credentials in a variety of financial aid topics. So what keeps them coming back for more? As widely reported in the press, the Department of Education has released a final rule on gainful employment programs. ED will only judge programs on their graduates' debt-to-earnings ratios, which must be less than or equal to 8 percent of income and 20 percent of discretionary income to pass. Programs that post income and discretionary income percentages between 8 and 12 or 20 and 30, respectively, will be considered in a warning zone, and programs with percentages higher than 12 and 30, respectively, will fail. The final rules do offer limited opportunities for program improvement, as federal student aid eligibility will only be affected if a program fails two years in a three-year period or does not pass (i.e., fails or is in the zone) for four consecutive years. Check back in with Today's News Monday for a summary of the final rule.

Still, some wondered whether the rates might skyrocket, hurting students in the process.

The Department of Education (ED) announced yesterday that it has adjusted how it calculates cohort default rates (CDRs) for institutions that would have been subject to potential loss of Title IV eligibility due to high rates of default, and who have borrowers with split servicers. Legislation introduced on Friday by Sen. Tammy Baldwin (D-WI), co-sponsored by Sen. Tim Kaine (D-VA), would increase the income protection allowances (IPAs) for students in Federal Methodology (FM). Increasing the IPAs would “protect” more income from the FM calculation of available income. All other things being equal, an increase in the IPA would generally lead to a lower expected family contribution (EFC) and possibly an increase in eligibility for Title IV aid. Looked at another way, an increase in the IPA increases the amount of money students can earn without that income being counted as available income.
